The Initial written communication (s) to the state member by
which the international covenant not being given effect for clarification:- If
a state member to the covenant has consideration in respect of other state
member that the state is not providing the effect to the rights as mentioned in
the aforesaid covenant on theses basis a state member may confer the written communication
(s) in the matters related for bring the attention of the state. On receipt of
such written communication (s) within three months, the state member shall
afford the same & furnish the written explanation or any other statement
for the clarification (s) respective, with regard to appropriate & up to
possible extension in reference to the taken domestic processes or remedies,
pendency or availability in the matter.[1]
